The Cabinet of Ministers of Ukraine has mandated the Ministry of Health and the State Consumer Service to monitor prices for medicinal products. This was announced by Prime Minister Yulia Svyrydenko, emphasizing the importance of medication accessibility during severe frosts and heating issues caused by attacks on energy infrastructure.

“Medicines must be accessible to everyone, especially in conditions of cold in homes due to attacks on the energy system and severe frosts,” she stated.
State Oversight of Prices and List of Medicinal Products
The Prime Minister clarified that the government plans to create a list of medicinal products for which the Ministry of Health, together with the State Service for Medicines, will conduct ongoing monitoring of prices in pharmacy networks. In case of identified excessive markups, the Cabinet of Ministers will impose penalties on the relevant business entities.
Regular Reporting and Initiatives to Reduce Prices
According to Svyrydenko, executive authorities will provide weekly reports to the government regarding the situation with medicine prices. This approach is intended to ensure transparency in the pharmaceutical market and prompt responses to potential violations.
In February 2025, Prime Minister Denys Shmyhal announced that Ukrainian manufacturers would significantly reduce wholesale prices on the 100 most popular medicinal products by 30% starting March 1. Subsequently, the Ministry of Health reported that pharmaceutical companies in Ukraine had already submitted proposals regarding their domestically produced medications for which they are ready to lower prices in the near future.
The Commissioner of the Verkhovna Rada for Human Rights, Dmytro Lubinets, called the introduction of the government resolution on reducing medicine prices a “logical step,” while also noting that it could create risks for the operation of some pharmacies, especially in small settlements.
