The head of the Department of Cultural Heritage of the Kyiv City State Administration, Marina Solovyova, is suspected of violating her official duties during a trip abroad.

Allegations of Abuse of Official Powers
Law enforcement agencies in Kyiv have initiated criminal proceedings against Marina Solovyova regarding the alleged illegal crossing of the state border during an official trip. Solovyova holds the position of director of the Department of Cultural Heritage of the executive body of the Kyiv City Council and is a deputy from the “Udar” faction.
On her social media page, the official reported on the incident, emphasizing her lack of involvement in any wrongdoing:
“I am accused of allegedly abusing my powers as a deputy of the Kyiv City Council and head of the KCSA department and traveling abroad… Without my knowledge, I was appointed as a deputy of the Kyiv City Council and ’employed’ on paper, in order for them to come with searches,” wrote Marina Solovyova.
Details of the Proceedings and Law Enforcement’s Position
In a statement from the law enforcement agencies, which was made public by Solovyova, it is mentioned that during the pre-trial investigation, her involvement in committing a criminal offense was established. According to the investigation, from 2023 to the present, she has crossed the state border of Ukraine three times without having the appropriate grounds for leaving during the state of war. In particular, it is known that from June 3 to June 9, 2023, Marina Solovyova was in Turkey.
It is worth noting that according to a resolution of the Cabinet of Ministers of Ukraine, during the state of war, officials of state authorities and local self-government are restricted from traveling outside the country.
