Kyiv officials continue to be involved in scandals related to possible corruption abuses and embezzlement of budget funds. This was reported on social media by the head of the Kyiv City Military Administration (KMVA), Timur Tkachенко, who provided several examples that raise concerns and require close monitoring by law enforcement agencies.

Dubious tenders for construction and repair in Kyiv
One example is the tender for the construction of the Kyiv crematorium. The company LLC “Y VAN ENGINEERING” won a contract for nearly 500 million hryvnias, inflating the price by 29 million. Despite lacking the necessary experience, equipment, and qualified personnel, this company plans to undertake another project worth over 300 million hryvnias. This highlights potential risks of losses for the city budget and abuses in the tendering process.
Another example concerns the renovation of the City Clinical Hospital No. 1, which treats the wounded. A budget of 80 million hryvnias is allocated for the overhaul, but the work is planned to be awarded to LLC “INZH-STROY COMPANY,” which has not previously participated in public procurement and lacks the necessary equipment or human resources. The budget already reflects an inflated cost of work by 4.5 million hryvnias, which could lead to additional losses for the city.
Land deals and ineffective budget use
Criticism also pertains to illegal actions regarding land plots, specifically, KP “Kyivtransparkservice” has transferred parking areas for gas stations. This not only poses a danger to residents but also leads to a decrease in rental fees, negatively impacting the city’s budget revenues.
A long-standing issue is the Bortnytsia Aeration Station, which has become a source of budget fund leakage. Timur Tkachенко emphasizes that despite confirmed violations in the contractor’s work on the reconstruction of the dams, the contract with the contractor has not yet been terminated, and the work continues. The client — KP “Kyivbudrekonstruktsiya” — signs additional agreements to evade responsibility and conceal facts of abuse.
Last month, at a meeting of the working group “Transparency and Accountability,” the first deputy head of the Kyiv City State Administration, Mykola Povoroznyk, promised to address all issues identified by specialists, but these promises have remained unfulfilled. Timur Tkachенко notes that a meeting was held with the leadership of the Bureau of Economic Security of Kyiv, however, critical remarks regarding the ineffective use of funds remain unaddressed by officials. New violations are currently being recorded, which will be forwarded to the competent authorities.
The head of the KMVA assures: “All these facts will be forwarded to the competent authorities,” and emphasizes: “We will not allow theft at the expense of our defenders’ health and the safety of Kyiv residents.”
