The official and a private company are accused of a scheme involving fictitious environmental protection works in Kyiv

Investigators from the Main Investigative Department of the National Police have announced suspicion against the head of a municipal enterprise that deals with land management issues in the coastal zones of the capital.
Case details: fictitious contracts and illegal fund transfers
According to the police, officials of the Kyiv City State Administration enterprise signed a contract with a private firm for the development of projects for the organization and establishment of boundaries for water protection zones and coastal protective strips at five Kyiv beaches, including Trukhaniv and Venetian Islands. However, despite the signed acts of completed work, no actual measures were carried out. A total of 1,716,787 UAH was illegally transferred to the contractor’s accounts.
“Subsequently, contrary to the requirements of the legislation and the terms of the contract, the parties created knowingly false documents about allegedly completed works and signed acceptance-transfer acts. Although the works were not actually performed, 1,716,787 UAH was transferred to the contractor’s accounts,” the statement reads.
Searches, suspicion, and further investigative actions
During the investigation, law enforcement conducted a series of searches in the Kyiv region: at the residences of the individuals involved in the case, as well as in the offices of the enterprises they manage. Following the investigative actions, the head of the municipal enterprise was charged with embezzlement of budget funds in particularly large amounts and official forgery (Part 5 of Article 191, Part 2 of Article 28, Part 1 of Article 366 of the Criminal Code of Ukraine).
According to current legislation, the sanctions for the incriminated articles provide for punishment in the form of imprisonment for up to 12 years with confiscation of property and a ban on holding certain positions.
“Investigative actions are underway regarding other participants in the scheme, after which a decision will be made about notifying them of suspicion. Additionally, a court has been initiated to annul the unlawfully established protective zones and coastal strips on Trukhaniv and Venetian Islands, which prevented their development and other illegal use, and the State Geocadastre has removed the relevant records from the state register,” the National Police reported.
Currently, operatives of the Security Service of Ukraine, together with police investigators, are identifying all individuals involved in organizing this corruption scheme.
