The introduction of a new procedure for the use of land plots in the capital has complicated the activities of the so-called “toilet schemes,” which had been operating in Kyiv for years. Previously, temporary structures often appeared on communal lands without proper documentation, frequently under the guise of various organizations.

Results of the New Procedure Implementation

The head of the Kyiv City Military Administration, Timur Tkachенко, believes that there has been substantial progress in this matter. According to him, the Kyiv City Council deputies have already developed more transparent and controlled procedures for the registration and leasing of land plots. This has significantly complicated the possibility of abuses during the distribution of expensive Kyiv land.

“There is progress here. Previously, the city was rife with so-called ‘toilet schemes,’ where temporary structures appeared on communal plots without proper registration, often under cover. Now these schemes are effectively blocked. The Kyiv City Council deputies have already developed a new procedure for the registration of land plots and their leasing — more transparent and controlled,” said Timur Tkachенко.

Limiting Powers and Further Steps

At the same time, Tkachенко emphasized that the working group “Transparency and Accountability” does not have the authority to oversee all departments of the capital. The main function of this group is to provide official assignments and gather information. Despite these limitations, even this toolkit is already yielding tangible results in the fight against corruption in land use.
