Identity of the Person Who Installed Surveillance Cameras Near the Prosecutor General’s Office Established

The Office of the Prosecutor General of Ukraine has released details regarding the searches of a NABU employee who conducted covert surveillance of the agency’s building.

Details of Camera Installation and Investigation Progress

On the morning of November 3, an unidentified man installed special technical devices on a canopy next to the entrance of a residential building located opposite the Prosecutor General’s Office. On the same day at 14:53, another individual removed these devices. It later became clear that these cameras were placed in specifically designated locations to record the movements of employees of the Prosecutor General’s Office.

The placement of the devices allowed for the collection of information on all entries and exits from the government agency’s building, even during the state of martial law. This enabled the recording of data on vehicles, license plates, movement schedules, and the identities of civil servants, including those working in the Department for Combating Crimes Committed in Armed Conflict.

Surveillance cameras were installed in specific locations to record the entries and exits of all employees of the Office of the Prosecutor General. The nature of the placement of the surveillance devices effectively ensured total information gathering from the government agency’s building during the state of martial law. In particular, information about vehicles, license plates, movement schedules, and the identification of civil servants, including those working in the Department for Combating Crimes Committed in Armed Conflict

Law Enforcement Reaction and Suspect’s Position

Due to suspicions of the illegal use of special technical devices for information gathering, a criminal proceeding was opened. Law enforcement quickly identified one of the men involved in the incident.

Considering the state of martial law, the specifics of the state security object, and the need for a swift response, a decision was made to conduct a search at the suspect’s residence. During the search, he stated that he was a staff member of the National Anti-Corruption Bureau of Ukraine (NABU), presented the relevant service identification, and confirmed that he was the one who removed the installed surveillance technical devices near the Prosecutor General’s Office.

At the same time, the NABU employee was unable to provide clear explanations regarding the legal grounds for conducting covert activities, only stating that he was “carrying out orders from the management.” The pre-trial investigation is currently ongoing.
