Fake Medical Records Found at a Private Kindergarten in Kyiv

In Kyiv, instances of forged medical documents have been discovered at a private kindergarten, where a tragic incident involving a two-year-old child occurred last year. Educators and the management of the institution were working without mandatory medical examinations, using counterfeit medical records. This led to serious consequences, including the injury of a child who fell down the stairs due to the negligence of a caregiver.

Medical Documents and Investigation

According to the Kyiv City Prosecutor’s Office, the head of the private kindergarten in the Desnyanskyi district of Kyiv and her staff did not undergo the required preventive medical examination. Instead, in September 2024, they ordered fake medical records for themselves and five educators online.

In December 2024, the tragedy at the kindergarten drew public attention: at that time, a caregiver working without proper medical documents allowed a child to fall down the stairs. As a result, the child sustained serious injuries, which caused a wide public outcry.

Legal Assessment and Consequences

Law enforcement officials found that the caregiver also did not undergo the mandatory medical examination, and a forged medical record was removed from her personal file. A criminal proceeding has been initiated regarding the improper performance of professional duties that resulted in serious consequences (Part 2 of Article 137 of the Criminal Code of Ukraine).

Additionally, the prosecutor’s office has sent an indictment to the court regarding the director of the institution. She is accused of aiding in the forgery of documents and using counterfeit official papers (Part 5 of Article 27, Part 1 of Article 358, Part 4 of Article 358 of the Criminal Code of Ukraine).
