The Independent International Human Rights Commission on Ukraine presented a new report to the UN General Assembly, documenting the mass crimes of the Russian army against the civilian population in the frontline areas of Ukraine. According to the commission’s findings, regular strikes by Russian forces have resulted in civilian deaths and injuries, widespread destruction, and the forced relocation of thousands of people.

Expansion of Shelling Zones and Identification of Perpetrators
The document notes that Russia has significantly expanded the geography of attacks using short-range drones. In particular, the shelling has covered over 300 kilometers of the right bank of the Dnipro River, including the Dnipropetrovsk, Kherson, and Mykolaiv regions. Experts have established that the strikes were carried out under centralized command from the left bank of the river, with units operating under a unified tactic, deliberately targeting civilian objects.
“According to the report, the short-range drone attacks carried out by the Russian armed forces have spread over a larger territory and have gone beyond the area defined in the commission’s investigation from May 2025. The territory under fire extends along a line over 300 kilometers long on the right bank of the Dnipro in the Dnipropetrovsk, Kherson, and Mykolaiv regions. Documented cases of attacks, according to the commission, indicate that units of the Russian armed forces deliberately struck civilians and civilian infrastructure from the left bank of the Dnipro, acting under centralized command and using similar tactics,” the report states.
The commission clearly identified specific units of the Russian military involved in these crimes, as well as the commanders operating from the left bank of the Dnipro. All of them belong to the “Dnipro” grouping.
Deportations, Strikes on Rescuers, and Qualification of War Crimes
The report specifically emphasizes the coordinated deportations and forced displacement of residents from occupied areas of the Zaporizhzhia region. Commission members highlighted that these actions bear the hallmarks of war crimes.
In addition to drone attacks, Russian forces systematically employ missiles, aerial bombs, rocket artillery, and other types of weaponry to strike civilian areas. Units of the State Emergency Service, which are dealing with the aftermath of previous attacks, often come under fire as well.
Despite numerous pieces of evidence, the leadership of Russia insists that the Russian army does not carry out targeted strikes on civilian infrastructure and peaceful residents. At the same time, Ukrainian authorities and international organizations are linking these actions to the facts of war crimes committed by the Russian Federation, emphasizing their systematic and deliberate nature.
