The High Representative of the European Union for Foreign Affairs and Security Policy, Kaja Kallas, emphasized that the key topic in the peace negotiations to end Russia’s war against Ukraine should be the concessions and limitations that Russia must accept.

EU’s Position on Restrictions for Russia
Kallas stressed that the global community must focus on limiting the military potential and budget of the Russian Federation if it aims to stop the continuation of the war. She believes that discussions about reducing or limiting the Ukrainian army are misguided, as Ukraine has never attacked Russia, just like the other 19 countries that have fallen victim to Moscow’s aggression.
“The main focus should be on these concessions that Russia will make. Of course, we have always said that every country has the sovereign right to determine the size of its military forces, and that is why we should not fall into the trap set by Russia by talking about limiting the Ukrainian army. Ukraine has never attacked Russia, and those 19 countries that they attacked also never attacked Russia,” she said during a briefing.
She also emphasized that the EU welcomes the United States’ desire for peace, but reminded of the importance of understanding who the aggressor is and who the victim of the conflict is.
Discussion of the US Peace Plan
On November 26, representatives of the Russian Foreign Ministry stated that they support the US efforts to find a peaceful resolution, but emphasized that they do not intend to make concessions regarding their positions. The day before, US President Donald Trump noted that a “major concession” from Moscow should be the cessation of hostilities and a refusal to seize new territories.
Last week, a draft American peace plan was released, which, among other things, proposes holding elections in Ukraine 100 days after the signing of the agreement. The document also included provisions to enshrine Ukraine’s non-alignment and refusal to join NATO in its Constitution, as well as a possible limitation of the Ukrainian Armed Forces to 600,000 servicemen. However, according to new data, the updated version of the plan excludes the requirements regarding the limitation of the Ukrainian army and amnesty for war crimes.
On November 23, in Geneva, representatives of the US and Ukraine discussed an updated concept for ending the war, which, according to a joint statement, fully supports Ukraine’s sovereignty and aims to achieve a just peace.
The White House emphasized the presence of “delicate but not insurmountable details” in the draft peace agreement that require further negotiations between Ukraine, Russia, and the US. The Kremlin confirmed receipt of the latest versions of the plan but stated that serious discussions with the American side have not yet taken place.
