Lack of Evacuation Algorithm for Affected Residents
The Director of the Construction and Housing Department of the Kyiv City State Administration, Boris Rabotnik, is ignoring the issue of creating a clear algorithm for relocating people to city-owned apartments, according to the head of the Kyiv City Military Administration, Timur Tkachенко. Tkachенко reported this on social media.
“In the fourth year of the war, in a city with the largest budget and the most numerous executive body, there is still no clear algorithm for the temporary free relocation of people whose housing has been affected by Russian aggression,” wrote Timur Tkachенко.
He emphasized that although enemy attacks on Kyiv are becoming more frequent and larger in scale, residents of the capital should not have to solve the issue of temporary housing on their own. This responsibility should be borne by officials who are paid from the city budget.
Temporary Solutions Through Hotels and Calls for Change
Timur Tkachенко noted that until now, the capital has been addressing the housing issue for the affected through the efforts of district administrations. Heads of district administrations have been negotiating with hotel management for the accommodation of people, which has allowed Kyiv residents who lost their homes due to recent shelling to receive temporary shelter.
However, he stated that such a solution cannot be a permanent practice and should be regulated at the city level. More than a week ago, Tkachенко instructed Boris Rabotnik to develop a roadmap for the prompt and organized relocation of people to city apartments. The task was to be completed by October 24, but there has still been no response from the head of the relevant department.
“There has been no feedback from Mr. Rabotnik. It seems to be about basic things – helping people who have lost their homes during the war. But it appears that local government officials are not as concerned about this issue as they should be,” expressed the head of KMVA in frustration.
KMVA emphasizes the need for an immediate systemic decision regarding housing for residents affected by the consequences of Russian attacks.
