Kyiv has yet to see a single modular shelter since the onset of the full-scale war, which has now lasted over three years.

The city administration explains the delay due to the lack of building regulations
The Kyiv City Military Administration reported that in three and a half years of resisting Russian aggression, not a single modular shelter has been constructed in the capital. Representatives of the KMDA claim that the decisive factor has been the absence of approved State Building Codes for such structures, which hampers the process of establishing protective facilities for the residents of Kyiv.
“Almost three and a half years of a major war, and NOT A SINGLE modular shelter in the capital. The city hall has put this concept on ‘hold.’ Not a single hryvnia, not a single step towards the residents of Kyiv. Instead – millions for glass bus stop complexes,” he wrote.
Experience from other cities and the KMVA initiative
According to the head of the Kyiv City Military Administration, Tymur Tkachenko, many cities in Ukraine, including Odesa, Kharkiv, Kherson, Zaporizhzhia, Dnipro, and Mykolaiv, are already actively using modular shelters. Despite this, their implementation in Kyiv remains blocked due to regulatory obstacles.
Tymur Tkachenko emphasized his intention to bring the issue of establishing modular shelters to the attention of the Kyiv Defense Council. He also highlighted the need for funding for this project from the budget of the capital community.
