The Kyiv City Military Administration proposes to eliminate the fees for administrative services related to document restoration for residents of the capital who have been affected by the shelling of the Russian Federation.

Free Document Restoration for the Affected
As of October 2025, 70% of the funds from administrative services for document restoration are directed to the Kyiv budget. However, the city has the opportunity to exempt citizens affected by Russian attacks from the need to pay these fees.

After numerous Russian shellings, many residents of Kyiv have been left without passports and other important documents. In the context of constant danger, the issue of supporting the affected is not limited to financial assistance alone. The city authorities emphasize the need to simplify the procedures for document restoration so that Kyiv residents can quickly return to their normal lives.
“Due to the ongoing Russian attacks, Kyiv residents must have the opportunity to receive support not only in the form of payments but also through simplified procedures. Many of the affected remain without documents, and the city must lend a helping hand here.”

The City Authorities are Preparing a New Solution
The Kyiv City Military Administration has already addressed the permanent commission of the Kyiv City Council on budget, socio-economic development, and investment activities. Following the discussion, the commission instructed a special working group to prepare a draft decision that, if approved by the Kyiv Council, will eliminate the fees for document restoration in terms of the funds directed to the city budget. This will be an important step in supporting the affected residents of the capital.
