Kremlin States It Has Not Received Official Proposals Regarding the US Peace Plan

Kremlin spokesperson Dmitry Peskov stated that the Russian Federation has not received any official proposals regarding the peace plan prepared by the United States to end the war against Ukraine. According to him, there has been no substantive discussion of this document, despite certain innovations in its content.

Kremlin’s Reaction to the US Plan Draft

“We see some innovations, but officially we have received nothing. And there has been no substantive discussion of these points,” Peskov asserts.

Dmitry Peskov also noted that despite the lack of substantive discussion, contacts between Russia and the United States regarding the situation around Ukraine have not ceased. This concerns the draft peace plan, which consists of 28 points and was prepared by the American side.

Main Provisions and Positions of the Parties

According to information from leading global media, including Axios, The Telegraph, Reuters, Financial Times, and Politico, the draft plan envisions the actual transfer of control over the Donetsk and Luhansk regions to Russia, including territories where Russian troops are currently absent. Additionally, the document stipulates a reduction of the Ukrainian Armed Forces by half, a refusal by Ukraine to use long-range missiles, and a ban on the deployment of foreign troops on the territory of the country. According to Bloomberg, the plan also includes the lifting of sanctions against Russia and the cessation of investigations into alleged war crimes.

On November 20, Ukrainian MP Oleksiy Honcharenko published a document that, according to him, is the US peace plan. This text was later published by several news outlets, but its authenticity has not yet been confirmed by official authorities.

Ukraine and the United States have confirmed that such a plan draft indeed exists, but the official publication of the document has not yet occurred.

President of the European Council António Costa, during a speech in Johannesburg, emphasized that the European Union has also not received any official notifications regarding the development or existence of peace plans to end the war in Ukraine.
