The Kyiv city authorities must create and implement a clear and effective response plan for the consequences of enemy air attacks to quickly and organizedly assist those affected. This statement was made by the head of the Kyiv City Military Administration (KMVA), Timur Tkachенко, during an unscheduled meeting of the City Defense Council, which was held to discuss the situation following recent shelling.

Discussion of the Aftermath of Attacks and the Need for Swift Action
In his report, Tkachенко noted that the meeting addressed issues related to the aftermath of the nighttime attack that occurred on April 24.
“I held an urgent meeting of the Kyiv Defense Council. Unfortunately, the city mayor Vitali Klitschko was not present at the meeting. Given the absence of the co-chair of the Council, the meeting was held without a protocol.”
According to the head of KMVA, it is essential to establish coordinated work among the services responsible for addressing the aftermath of the shelling.
Moreover, Tkachенко stated that previous cooperation mechanisms were clear; however, the situation in the Sviatoshynskyi district revealed that there are several unresolved issues. Therefore, it is particularly important now to synchronize the actions of the responsible services to respond to the complaints from residents that continue to come in.
Development of an Action Plan for Rapid Response
Tkachенко emphasized the need to develop and implement a specific plan for city and district services that will outline the stages of response in the event of new shelling. The plan should include the establishment of an operational headquarters, mechanisms for resettling people, providing humanitarian and legal assistance, clearing debris, inspecting damaged buildings, and funding restoration work.
The head of KMVA stressed that affected families must receive everything they need without delay, and the work of the services must be coordinated and swift. “We must respond to emergencies in a coordinated and prompt manner, for real results, not just those presented on paper,” Tkachенко concluded.
