In Kyiv, there continues to be a disregard for the decision to stop traffic on Khreshchatyk during the moment of silence.

The Department of Transport Infrastructure of the Kyiv City State Administration has not implemented the military administration’s order for over three months regarding the daily halt of traffic on the capital’s main street at 9:00 AM. During this period, no systematic organizational measures have been introduced, making it impossible to properly conduct the moment of silence in memory of the fallen.
Lack of Responsible Actions
The head of the Kyiv City Military Administration, Timur Tkachенко, noted that since September 23, the halt of traffic on Khreshchatyk has only been carried out manually, without proper organization and control from the responsible departments of the KCSA. According to him, the relevant department is effectively sabotaging the execution of the corresponding order.
“On September 23, we initiated the halt of traffic at this time. And we are still doing this not systematically, but manually. There is no proper organization or accountability from the relevant department,” the head of the KMA wrote.
Moment of Silence as a Nationwide Event
Timur Tkachенко also reminded that the Verkhovna Rada of Ukraine has already supported in the first reading a draft law that establishes a moment of silence as an official nationwide commemorative event to honor the memory of the fallen. However, while parliament is working on forming state memory policy, some officials in the capital allow themselves to ignore this initiative. The head of the KMA emphasized that the moment of silence is a manifestation of respect for the price that the country pays every day, and not just a formal procedure.
