The Security Service of Ukraine has uncovered details of a crime involving the deputy mayor of Kyiv, Volodymyr Prokopiv, who is the head of the “European Solidarity” faction in the Kyiv City Council. According to representatives of the special service, the official allegedly assisted evaders in leaving for European Union countries using forged volunteer statuses.

As reported by the SBU press service, Volodymyr Prokopiv registered potential evaders in the “Path” system as volunteers supposedly collaborating with an Odesa company. Under this scheme, trucks with humanitarian aid, including fuel for the Armed Forces of Ukraine, left Ukraine, while only the company’s regular employees returned with commercial cargo.
“In this way, from May to June 2022, the official smuggled over 30 potential conscripts out of Ukraine”
According to the investigation data collected during the inquiry, Volodymyr Prokopiv is charged with articles of the Criminal Code: Part 2 of Article 332 (illegal transportation of persons across the state border of Ukraine by an official using their position) and Part 1, 3 of Article 362 (unauthorized actions with information in electronic systems).
According to the investigation, the perpetrator faces up to seven years of imprisonment. Currently, the issue of selecting a preventive measure for him is being resolved.
It is known that on April 17, Prokopiv confirmed his involvement in this case in his Facebook post. So far, the suspect’s surname has not been officially disclosed.
