Kyiv still lacks an effective mechanism to support residents whose homes have been damaged due to Russian Federation shelling.

During the latest meeting of the budget committee of the Kyiv City Council, the deputies decided to establish a special working group. Its task will be to develop an operational procedure for financing the restoration of housing that has been destroyed or damaged as a result of hostilities.

Funding Issues and Legislative Difficulties

The head of the budget committee, Andriy Vitrenko, emphasized that there is currently no clearly defined algorithm in the capital for assisting residents affected by Russian attacks. Due to the shortcomings of the existing legislation, funds from the reserve fund can only be used in cases where a “class of consequences” for the damages is defined. If, for example, the damages are limited to broken windows, it is often impossible to classify the consequences, forcing the allocation of funding from other city programs.

“Due to gaps in the legislation, money from the reserve fund can only be spent where a ‘class of consequences’ for the damages is defined. If it’s just broken windows, it’s impossible to establish a class. Then we have to take funds from other programs,” he explained.

Tasks of the Working Group and Expected Changes

The main goal of the newly created working group is to develop a transparent and understandable action algorithm that will allow for quick and effective assistance to all those affected by housing destruction. It is expected that the new funding procedure will eliminate bureaucratic obstacles and accelerate the restoration process.

Vitrenko stressed that Kyiv residents should not be left alone with broken windows, roofs, or lack of utilities. He also added that a systematic approach to restoration is necessary to ensure transparency and speed in assisting the affected residents of the city.
