In Kyiv’s Obolon, 47 elevators will be updated under the co-financing program

In the capital, thousands of residential buildings require updates to outdated elevator equipment. In the Obolon district, this issue is being addressed gradually, focusing on the initiative of residents and their participation in the reform of the housing stock. According to current regulations, elevators in apartment buildings belong to the co-owners, so the city program provides financial support in the form of co-financing: the city covers 95% of the costs, while residents of multi-story buildings cover the remaining 5%.

Implementation of the program in 2025

In 2025, funds for the replacement of 47 elevators in the Obolon district were included in the budget. Under the program’s conditions, the new equipment is expected to be installed in all specified buildings by the end of next year.

Kyiv has thousands of residential buildings where old elevators need to be replaced. In Obolon, this pressing issue is being resolved step by step, relying on community initiative. According to current legislation, elevators, like any other property in apartment buildings, belong to the residents. This is why the capital has a program that provides for co-financing of major repairs or elevator replacements: the city pays 95 percent of the costs, while five percent is covered by the residents.

Feedback and implementation experience

The head of the Obolon District State Administration, Kyrylo Fesyk, personally visited several buildings where elevator upgrades have already been completed. He spoke with representatives of homeowners’ associations and construction companies about their experiences participating in the program and noted that this year the district made significant efforts to ensure that every project initiated by residents received budget funding. All residents of the buildings that joined the program will receive new elevators by the end of 2025.
