The head of the budget committee of the Kyiv City Council, Andriy Vitrenko, expressed concern about the intentions of the Kyiv authorities to spend a significant sum — 4 billion hryvnias — on unverified purchases and repairs. According to him, these funds are planned to be allocated for the improvement of parks, squares, and other unclear projects, raising doubts about their feasibility and transparency.

Reduction of the Reserve Fund Due to Expenditures
Andriy Vitrenko emphasized that the financing of these expenditures is proposed to be carried out at the expense of Kyiv’s reserve fund. This will lead to a substantial reduction of reserve funds to 400 million hryvnias during wartime. As a result, he stated, the capital’s reserve fund will decrease to the minimum acceptable level, which could negatively impact the financial stability of the city in wartime conditions.
Criticism and Calls for Accountability
Andriy Vitrenko openly criticizes this decision, noting that the budget during wartime challenges should be directed towards supporting the army and the city’s residents.
“I consider this decision unacceptable. The wartime budget should serve the army and the people, not create a pre-election «wow effect» that Kyiv Mayor Vitali Klitschko loves to showcase,”
he stated. At the same time, he emphasizes that such actions appear to be an attempt at political demonstration, which contradicts the interests of Kyiv residents and the safety of the city.
