Residents of Kyiv are protesting against the city authorities’ plans to merge the Department of Youth and Sports with the Department of Education and Science. They are calling for a review of the draft decision by the Kyiv City Council, as they believe that such a merger could negatively impact the development of youth policy and sports initiatives in the capital.

In support of their position, activists have registered a corresponding petition on the Kyiv City Council’s website. The authors of this initiative note that historical experience shows that the separation of these departments in 2017 yielded positive results. They believe that separate structures have a better chance of effective operation, as evidenced by the example of the Ministry of Education and Science and the Ministry of Youth and Sports in Ukraine.
Risks of Merging the Departments
Kyiv residents express concern that merging these two important structures will complicate the management of various areas of activity and may lead to the loss of qualified specialists. The capital’s residents emphasize that the merger threatens to diminish the influence of youth on the city’s governance processes.
“Returning to the old model risks repeating past mistakes when the priorities of youth and sports were ignored.”
