Kyiv Tops the Ranking of Regions with the Highest Number of Unpaid Fines for Traffic Violations

Kyiv has been recognized as the leader among regions in Ukraine for the number of unpaid fines for violations of the Traffic Rules (PDR), with an increasing share of women among the debtors.

The Capital Outpaces Other Regions in the Number of Debtors

According to the latest data, Kyiv ranks first in Ukraine for the number of cases regarding the late payment of fines for traffic violations. The capital accounts for 12% of all relevant cases — that is 43,654 instances. Dnipropetrovsk region took second place with 36,879 cases (10%), while Odesa came in third with 29,502 cases (8%).

“Among the regions for traffic violations, the capital leads with 12% or 43,654 cases. Following are Dnipropetrovsk with 36,879 or 10% and Odesa with 29,502 or 8%,” the statement reads.

The Share of Women Debtors is Increasing

Since the beginning of the full-scale war in Ukraine, there has been not only an increase in the number of unpaid fines but also significant changes in the gender composition of debtors. The share of women among violators has been growing year by year: in the first half of 2021, they accounted for only 8% of cases due to late payment of fines, while by 2025 this figure had reached 21%.

Currently, the Unified Register of Debtors records 1.8 million unpaid fines for traffic violations. At the same time, the majority of debts belong to men — 1.7 million cases.
