New Buses for the Capital: Without Air Conditioning, but Accessible for Passengers with Reduced Mobility

Kyivpastrans plans to spend 82,924,426 hryvnias on the purchase of twenty new buses. The corresponding tender has already been posted on the Prozorro platform.
Technical Requirements for the Buses
As stated in the tender documentation, the city buses must be equipped with diesel engines, have a length of at least 8.2 meters and a width of 2.3 meters. The interior is designed to accommodate 57 passengers, of which 17 seats are for sitting. Special emphasis is placed on the ability to transport people with limited mobility: the vehicles must be equipped with folding ramps for wheelchairs.
Ordering Features and Comfort Concerns
According to the requirements, all vehicles must be painted yellow. At the same time, one of the most discussed aspects of the tender is that the buses are being purchased without air conditioning. This lack of a cooling system may create discomfort for passengers during hot periods.
The question arises: why are air conditioners not included in the tender documentation? Thus, again in the summer, the interiors of such buses will be stifling.
The purchase is planned to be carried out in the near future. After the tender is completed, the new buses are expected to appear on the capital’s routes.
