The State Bureau of Investigations has announced charges against two police officers

Two police officers who beat a man near the building of the Holosiivskyi District Territorial Center for Recruitment and Social Support in Kyiv on October 17 have been charged with exceeding their official powers.
Incident Circumstances and Police Actions
It has been established that the conflict between the law enforcement officers and the detainee arose after the man used a pepper spray canister inside the car. Following this, the police officers struck him multiple times.
“The law enforcement officers inflicted numerous blows to the victim’s head and body, resulting in multiple bruises. At the same time, it has been established that the suspects beat the detainee after he sprayed pepper spray inside the car,” the Bureau’s statement reads.
Legal Qualification and Possible Consequences
According to the Kyiv Prosecutor’s Office, it has been determined that the police officers delivered at least 10-15 blows with their hands and feet to the head and body of the man who was lying on the threshold of the minibus and was not resisting. The victim sustained bodily injuries, the severity of which will be determined by a forensic medical examination, to which he has been referred for assessment.
The actions of the police officers have been classified under part 2 of Article 365 of the Criminal Code of Ukraine — exceeding authority or official powers by a law enforcement officer, accompanied by violence and degrading the personal dignity of the victim, but without signs of torture.
The penalty for this article provides for imprisonment for a term of three to eight years, with possible deprivation of the right to hold certain positions or engage in certain activities for up to three years.
