US Secretary of State Marco Rubio will head a newly established international working group tasked with preparing a project for security guarantees for Ukraine. This decision is the result of agreements between US President Donald Trump and European leaders aimed at strengthening Ukraine’s defense amid ongoing aggression from the Russian Federation.

Key Aspects of Future Security Guarantees
According to European officials familiar with the details of the negotiations, the security system proposed for Ukraine will include four key components: military presence, enhancement of air defense systems, supply of modern weapons, and implementation of ongoing monitoring of ceasefire compliance.
At the same time, the possibility of the United States providing indirect military support to European peacekeeping forces is being considered; however, direct deployment of American troops to Ukraine is not planned.

High-Level Negotiations
Recently, Ukrainian President Volodymyr Zelensky visited Washington, where he met with US President Donald Trump alongside leading European allies. According to the Ukrainian leader, significant attention was given to the issue of security guarantees for Ukraine during the negotiations. This meeting took place following Trump’s discussions with Russian President Vladimir Putin in Alaska, which focused on finding ways to end the war of the Russian Federation against Ukraine, but the details of the agreements remain unknown.
NATO Secretary General Mark Rutte confirmed the US’s readiness to participate in creating mechanisms for guarantees for Ukraine, while UK Prime Minister Keir Starmer noted that consultations between the US and key European allies will continue.
Ukraine, for its part, insists on either joining NATO or receiving substantial security guarantees from Washington and the European “coalition of the willing,” which is particularly relevant given the ongoing Russian aggression. At the same time, Moscow demands guarantees from the West regarding Ukraine’s non-accession to the North Atlantic Alliance. American officials, in turn, have repeatedly dismissed the possibility of Ukraine joining NATO in the near future.
