The Minister of Energy of Ukraine, Svitlana Hryshchuk, inspected energy facilities that were damaged as a result of recent attacks by the Russian Federation on October 11.

Mechanisms for Strengthening Energy Protection
During her visit, Hryshchuk listened to reports on the restoration of damaged energy infrastructure facilities. According to her, instructions have already been given to develop additional mechanisms and technical solutions to enhance the physical protection of generation facilities.
“I listened to reports on the progress of restoration. I instructed to develop mechanisms and technical capabilities to strengthen the physical protection of generation facilities,” she reported on her social media.
Among the main priorities, strengthening engineering protection, improving air defense, accumulating backup equipment, and reducing the time for emergency recovery operations have been identified. The Minister emphasized that cooperation with international partners continues, and the main goal is to ensure a stable heating season, despite the enemy’s intentions.
Mass Attacks by Russia and the Situation in the Energy System
On the night of October 10, Russian troops carried out one of the largest combined strikes on Ukraine’s energy facilities. According to the Air Force of the Armed Forces of Ukraine, the enemy used 32 missiles and 465 drones of various types. According to Prime Minister Yulia Svyrydenko, a significant portion of the missiles were ballistic, leading to serious damage to the country’s energy infrastructure. Emergency power outages were implemented in nine regions.
Since the beginning of the full-scale invasion in February 2022, Russia has deliberately targeted Ukraine’s energy infrastructure. Analysts from the Institute for the Study of War (ISW) warn that ahead of the winter period, the aggressor may intensify strikes to complicate the operation of the energy system.
In recent weeks, Russian military forces have intensified shelling not only of energy facilities but also of gas facilities that provide resources to Ukrainians during the heating season. According to the Ministry of Energy, since March 2025, there have been over 2900 recorded attacks by Russia on our country’s energy infrastructure.
The Minister of Energy thanked energy workers, rescuers, and everyone who helps protect the energy system, as well as Ukrainians for their responsible energy consumption in the face of extraordinary challenges.
