Priority – Protection of Energy Facilities and Support for Regions

During the meeting, issues were discussed regarding the deployment of additional air defense systems, comprehensive security for energy facilities, and providing financial and material support to the most vulnerable regions. Special attention was given to the Chernihiv, Sumy, Kharkiv, and Donetsk regions, where local authorities received the necessary resources to respond to current challenges.

“Reports were made on the deployment of air defense – additional capabilities, comprehensive protection – reports from military commanders, as well as a detailed discussion on the protection of energy facilities and specific communities. Additional resources are still needed to ensure an adequate response to each problem. We addressed these issues and fulfilled all requests from the heads of primarily Chernihiv, Sumy, Kharkiv, and Donetsk regions – requests for finances and assistance,” the head of state noted.

Government Control and International Support

According to the president, government officials are visiting the regions most affected by Russian attacks to coordinate problem-solving on the ground. In particular, Prime Minister of Ukraine Yulia Svyrydenko and government representatives worked in Shostka in the Sumy region and other cities in the eastern regions. Deputy Prime Minister Oleksiy Kuleba reported on the situation in Odesa, as well as projects regarding the preparation of electricity generation and additional equipment for stable winter passage.

Zelensky also emphasized clear tasks in the gas supply sector, noting that Ukraine is receiving support from international partners, including the Netherlands and Norway.

In recent weeks, Russia has intensified strikes on Ukraine’s energy infrastructure, hitting both frontline and remote regions – among them Chernihiv, Sumy, Poltava, Kyiv, and Lviv. In most areas of the country, large-scale power outages have been avoided; however, in some regions and communities, limited outages are already being implemented.
