SBU dismantles mobilization evasion scheme organized by lawyers in Kyiv

In Kyiv, employees of the Security Service of Ukraine uncovered and halted the activities of a large criminal organization, which included lawyers and their assistants, who established a profitable scheme for evading mobilization.

Details of the uncovered mobilization evasion scheme

The investigation revealed that the organizer of the illegal business was the founder of a well-known law firm in the capital. His group included five accomplices — lawyers and their assistants. The main goal of creating the criminal organization was to generate profits by selling fake medical documents to potential conscripts and active military personnel.

“For amounts ranging from €6,500 to €45,000, the perpetrators sold fake certificates of disability for their relatives and the necessity of caring for them to potential conscripts and active military personnel,” the Security Service of Ukraine reported.

Based on the forged documents, some clients received exemptions from military service, while others obtained deferments from mobilization during a special period. Since the beginning of 2024, the organizers of the illegal scheme have helped unjustly remove over 300 conscription-age individuals from military registration across various regions of the country.

Operation and consequences for participants in the scheme

The mechanism of the scheme was clearly defined: the organizer ensured the production of fake medical certificates, while his accomplices were responsible for finding clients, organizing meetings, and transferring funds. All participants of the criminal group were detained by law enforcement authorities.

During searches of the suspects, price lists with rates, forged medical certificates, and notes confirming illegal activities were seized. Further investigative actions are being conducted within the framework of the criminal proceedings to establish all circumstances of the case and other involved individuals.
