A new wave of personnel appointments has taken place in Kyiv’s municipal enterprises, once again accompanied by criticism directed at the city mayor, Vitali Klitschko. He is accused of making appointments without considering the opinions of the community, the position of the deputy corps, and public organizations, with decisions being made “manually.”

New Faces in the Capital’s Municipal Enterprises
Victor Kolomiyets has been appointed as the acting director of the KP “Special Housing Fund,” having previously served as the deputy director for construction. Over the past year, Kolomiyets earned 354 thousand hryvnias in this position. According to his declaration, he holds 75 thousand hryvnias in cash, while his wife has 100 thousand hryvnias, 5 thousand US dollars, and 2.5 thousand euros.
The wife of the official, Oksana Zelenska, owns an apartment in the elite village of Sofiivska Borshchahivka on the outskirts of Kyiv. The property was purchased in 2024 for 341 thousand hryvnias. Kolomiyets himself also owns an apartment in this locality.
New Head of the “Kyiv Institute of Land Relations”
Ruslan Kovalyov has replaced Ihor Dolynskyi, who led the KP “Kyiv Institute of Land Relations” and had close ties with former Deputy Head of the Kyiv City State Administration, Petro Olenych. Kovalyov resigned from NABU in 2018, after which he took the position of first deputy director of the same enterprise.
In his declaration, Ruslan Kovalyov listed a Toyota Land Cruiser 100 SUV, purchased in 2006 for 5 thousand hryvnias, although the market price for such a vehicle ranges from 15 to 20 thousand US dollars. Kovalyov’s wife owns a 2021 Hyundai, valued at 610 thousand hryvnias.
Additionally, Kovalyov declared apartments in Kyiv and Kropyvnytskyi, as well as several plots of land in Kyiv and Kirovohrad regions. He also owns an unfinished house in the village of Chabany in the Fastiv district, covering over 130 square meters. Furthermore, three plots of land in these regions are registered in his wife’s name.
