Appointment and Competition Procedure

According to current legislation, the competition commission determined Oleksandr Tsyvinsky as a finalist for the position of Director of the Bureau on June 24 and submitted his candidacy for the Prime Minister’s consideration. The Director of the Bureau is appointed by the Cabinet of Ministers based on the Prime Minister’s proposal, which is based on the competition commission’s recommendation.

On July 7, the government announced that it had further reviewed materials provided by the Security Service of Ukraine, which related to national security issues and contained relevant assessments. As a result, the government proposed that the competition commission submit no more than two candidates who fully meet all requirements, including security criteria.

Personal Circumstances and Tsyvinsky’s Position

Oleksandr Tsyvinsky heads the third unit of detectives in the Second Main Detective Unit of NABU. During the selection process, attention was drawn to a letter from the Security Service, which indicated that among the candidates, Tsyvinsky might have relatives in Russia, including his father. The candidate himself stated during the hearings that he does not maintain a relationship with his father.

“After the decision of the competition commission, the necessary checks, and passing the polygraph – there are no reservations regarding his candidacy. We expect an update in the Bureau’s operations, strengthening of the institution, and achieving a significant level of trust between the Bureau and Ukrainian entrepreneurs. It is important that economic relations in Ukraine are not distorted by shadow schemes and that businesses can count on respect from the state,” the head of government wrote in a Telegram message.

In a media comment on July 8, Oleksandr Tsyvinsky stated that even if his father holds Russian citizenship, this has not been confirmed, and he himself has lived in Ukraine for the last 30 years. Furthermore, Tsyvinsky emphasized that he has not communicated with his father for the past ten years.
