How the former head of the capital’s metro left Ukraine with fake documents

Viktor Braginsky, the former head of the Kyiv Metro, who is under investigation, managed to leave Ukraine using forged documents. According to law enforcement, he was last seen in Kyiv on June 20, 2024 — this date is noted in the Ministry of Internal Affairs’ search database as the day of his disappearance.
How the escape scheme operated
The National Police of Ukraine reported that a suspicion has been announced against the former head of one of the district territorial recruitment and social support centers (TCK and SP), who organized Braginsky’s escape abroad. This official facilitated the production of fictitious documents and helped the former metro chief leave the country without hindrance.
According to the investigation’s information, Braginsky was removed from military registration by a decision of the military medical commission supposedly due to an “incurable disease.” This certificate, along with altered data in his military ID, became the basis for crossing the state border through an international checkpoint.
Having a deferment certificate, Braginsky approached the head of one of the district TCK and SP in Kyiv for assistance. According to the agreements, the official was supposed to help produce documents recognizing the official as unfit for military service and removing him from military registration.
The scheme also involved the head and secretary of the military medical commission, as well as an operator from the mobilization department, who organized a fictitious medical examination. As a result of this “check,” Braginsky was officially declared unfit for service and removed from the military registries.
Investigation and consequences
After his dismissal in March 2024, Braginsky resigned from his deputy mandate. Despite this, the “UDAR” faction in the Kyiv City Council has yet to express its position regarding the escape of the former colleague.
In November 2024, six months after the search was announced, law enforcement informed Braginsky in absentia of suspicion of official negligence that led to severe consequences. In January 2025, investigative actions in the case of his escape continued directly in the metro office.
The police also announced suspicions against other participants in the corruption scheme: a former metro official, the head and secretary of the military medical commission, as well as an operator from the reserve officers’ department of the territorial recruitment center. The investigation is ongoing, and Braginsky remains wanted.
