The Cabinet of Ministers of Ukraine is implementing digital tools for the registration and extension of mobilization deferrals. This was announced by Prime Minister Yulia Svyrydenko, emphasizing the importance of simplifying procedures for citizens.

Automation of Deferral Registration
According to the government’s decision, over 600,000 Ukrainians will receive automatic extensions of their deferrals without the need to stand in line or gather paper documents. This initiative includes digital registration and the option to submit documents through administrative service centers (ASC).
“In particular: over 600,000 Ukrainians will receive automatic extensions of their deferrals – without queues and bureaucracy,” she stated.
Electronic Document and New Services
According to Yulia Svyrydenko, most deferrals – about 80% – can be registered online using the “Reserve+” application. For the remaining citizens, there will still be the option to use any ASC. The main confirmation of the deferral will be an electronic military registration document with a QR code. From now on, paper certificates with stamps will no longer be required.
The new rules will come into effect on November 1. The government initiative is part of creating the “e-Military Recruitment Center” ecosystem, aimed at transitioning key services to electronic format, ensuring procedural transparency, and reducing the burden on territorial recruitment centers.
It is worth noting that after the start of the full-scale invasion of Russia into Ukraine on February 24, martial law was introduced and general mobilization was announced. In September, the Ministry of Defense reported the automatic registration of men aged 25 to 60 who had not previously been registered with military enlistment offices.
