After submitting an application to participate in the ‘Winter Support’ program, Ukrainians will receive financial assistance within 10 days. This was stated by President Volodymyr Zelensky, emphasizing the importance of timely application submission by December 24, that is, by Christmas.

Usage options and application process

A one-time payment of 1000 hryvnias can be used to pay for utilities, purchase medications, Ukrainian products, or books. Additionally, funds can be donated to support volunteer organizations and funds that assist the Armed Forces of Ukraine. Applications for assistance can be submitted through the ‘Diia’ app or at ‘Ukrposhta’ branches.

“The main thing is to submit the application through ‘Diia’ or ‘Ukrposhta’ and do it by Christmas, by December 24. The money should arrive within 10 days after the application is submitted. Funds for the program are available, and last year over 14 million Ukrainians benefited from winter support, so this year we also expect significant benefits from the program,” said Zelensky.

The President emphasized that if the need for funding this initiative increases, the state will provide additional resources. He also instructed government officials to inform citizens in detail about the conditions for participation and to ensure that everyone who submitted an application receives the necessary assistance for themselves and their children. At the same time, receiving this payment does not affect the granting of subsidies — ‘Winter Support’ is an additional type of assistance.

Technical details and new social programs

Since November 15, Ukrainian citizens can apply for one-time assistance through the ‘Diia’ app. Prime Minister Yulia Svyrydenko reported that in the first days of the service launch, there was significant load, which caused temporary disruptions in application submissions. Users were advised to try again later in case of failures.

Previously, President Volodymyr Zelensky instructed the Cabinet of Ministers to develop a comprehensive support program for the winter period, which will start in December. It includes the transport program ‘UZ-3000’, which will allow Ukrainians to travel by train across the country for free for distances up to 3,000 kilometers.

Last winter, a similar initiative already provided support to over 14 million Ukrainians. At that time, the payment also amounted to 1000 hryvnias and could be used for paying utilities, medications, transportation, mobile communication, purchasing books, and other needs, as well as for transferring funds to support the military.
