The European Union has prioritized support for Ukraine and the enhancement of Europe’s defense capabilities. This was stated by European Commission President Ursula von der Leyen after a meeting in a “coalition of the willing” format.

Support for Ukraine and Sanctions Against Russia
Ursula von der Leyen emphasized the need for immediate action to ensure financial assistance for Ukraine, highlighting that such support is crucial for Europe’s defense. She also noted that European sanctions are already significantly impacting the Russian military economy, and the initiative for reparative loans for Ukraine greatly increases Russia’s costs for continuing the war.
“We all know what is at stake, and we no longer have time to waste. Providing financial support will help ensure Ukraine’s survival, and this is a decisive act of European defense… Europe has the means and the will to increase pressure on Russia to come to the negotiating table,” the EU’s top official stated.
The President of the European Commission stressed that the longer Putin’s aggression lasts, the higher the losses for Russia will be, as the war takes lives, destroys infrastructure, and intensifies the international isolation of the aggressor state.
Investments in the Defense Industry and Joint Efforts
Ursula von der Leyen reported progress in implementing the SAFE program, which will allow EU member states to obtain long-term loans for the development of the defense industry. According to her, Ukraine is already included in 15 out of 19 submitted plans, indicating deep integration into the common security system.
She emphasized that this is not only about financial assistance but also about sharing battlefield experience and building a strong deterrent capability to protect Europe in the future.
Von der Leyen also noted that Russia is not showing interest in peace; on the contrary, it is stalling and avoiding diplomatic solutions. The European Union, she stated, remains united in defending its values and supporting Ukraine.
US Peace Initiatives and Negotiations to End the War
Ursula von der Leyen’s statement came against the backdrop of new attempts by the US to reach a peace agreement to end Russia’s full-scale war against Ukraine. Donald Trump, the US President, recently noted that Volodymyr Zelensky has not yet reviewed the American peace proposals, adding that Russia is generally satisfied with the American plan, although it seeks full control over Ukraine.
President Volodymyr Zelensky responded by emphasizing that there are still significant differences between the parties regarding territorial issues.
Last week, a meeting took place in Moscow between American representatives Steve Witkoff and Jared Kushner and Vladimir Putin regarding the parameters of a possible peace agreement. Putin confirmed that the Russian side did not agree with some points of the American plan to end the war. Following this, the Ukrainian delegation in the US continued negotiations with representatives of the Trump administration, which lasted several days.
