In Kyiv, law enforcement officials uncovered a civil servant from the State Innovation Financial and Credit Institution (DIFCU) involved in the embezzlement of state funds. According to the capital’s police, he faces up to eight years in prison.

How the Crime Was Established
According to Mykola Habinet, head of the investigative department of the Shevchenkivskyi police, the suspect, who served as the acting chairman of the board, illegally paid salaries to three employees of the agency from 2022 to 2024. They were reportedly abroad and supposedly performing official duties, but in reality, they could not work due to the lack of necessary organizational and technical conditions.
“At the time of the payments, the last individuals were abroad without any formal travel orders and allegedly fulfilling their official duties. However, as we established, the employees could not actually work in their capacity due to the absence of necessary organizational and technical capabilities. Thus, the perpetrator embezzled over 2.2 million hryvnias from the state budget. We informed the official of the suspicion under part 4 of Article 191 of the Criminal Code of Ukraine – embezzlement of budget funds through abuse of office”
According to current legislation, the penalty for this article provides for imprisonment for up to eight years, with possible deprivation of the right to hold certain positions or engage in specific activities for up to three years.
