The European Union is actively working on preparing the 19th sanctions package against the Russian Federation. As stated by the EU’s High Representative for Foreign Affairs, Kaja Kallas, during a briefing in Copenhagen, several options for new restrictions are currently being considered, particularly aimed at increasing pressure on key sectors of the Russian economy.

Focus on the Energy Sector and Financial Services
According to Kaja Kallas, sanctions targeting the energy sector could be the most painful for Russia. The diplomat also emphasized the importance of implementing secondary sanctions similar to those already imposed by the United States, as well as the need to restrict Russia’s access to financial resources.
“There are several options on the table. Of course, any sanctions in the energy sector would hurt them (the Russians – ed.). Also, all secondary sanctions, such as those imposed by the Americans. Additionally, a blow to financial services that would hinder their access to the capital they so desperately need,” Kallas emphasized.
At the same time, the agreement of all EU member states is necessary for the implementation of the new sanctions package. Kaja Kallas noted that consultations are ongoing, and all countries understand the importance of increasing pressure on Russia in response to the actions of its government.
Support for Ukraine and Future EU Military Presence
Alongside the discussion of sanctions, defense ministers from EU countries gathered for an informal meeting in Copenhagen are considering further military assistance to Ukraine. Special attention is being paid to accelerating ammunition supplies and seeking additional air defense resources.
According to Kallas, discussions are also ongoing regarding a possible EU military presence in Ukraine after a ceasefire is achieved. Some countries have already expressed their readiness to send troops, while others continue to discuss this issue.
European Commission President Ursula von der Leyen also stated the need to maintain maximum pressure on Russia. She announced further work on the 19th sanctions package and emphasized that the EU is developing mechanisms to use frozen Russian assets to support the defense and reconstruction of Ukraine.
