The European Union plans to expand sanctions against Russia by preparing the 18th sanctions package. The sanctions list may include nine individuals and 33 legal entities connected to the aggressor’s energy sector and military industry.

Strike Against the Shadow Fleet
Particular attention in the new sanctions package is focused on companies that operate vessels of the so-called “shadow fleet.” This includes both Russian companies and organizations from third countries, including the United Arab Emirates, Mauritius, and Hong Kong. For the first time in the history of sanctions, the list is expected to include a captain of a vessel from the “shadow fleet” that is under EU sanctions.
International Companies in the Crosshairs
The sanctions list may be supplemented by two international networks of oil trading companies based in the UAE. These organizations provide substantial support to the Russian oil sector. Additionally, two Chinese companies that directly contribute to Russia’s military actions in Ukraine through the supply of goods used on the battlefield may also be included in the list.
