President of Poland Karol Nawrocki emphasized the importance of ensuring that any peace proposals aimed at ending Russia’s war against Ukraine take into account Russia’s systematic failure to adhere to its own agreements. He stressed that the basis for ending the war cannot be proposals from the aggressor, and initiatives must have the support of Kyiv.

“New proposals for ending the war between Russia and Ukraine must consider the fact that Russia is a country that does not honor its treaties. Any peace plan aimed at ending the war in Ukraine, initiated by Russia, must be approved in Kyiv. Ukraine has become a victim of Putin’s criminal aggression, and Ukrainians, with the support of the United States and EU countries, must have a decisive voice in peace negotiations,” he wrote on social media platform X.
Warsaw’s position on peace agreements
According to Nawrocki, only the participation of all parties interested in restoring peace and security on the European continent can ensure the legitimacy of future agreements. The president emphasized that the strategic goals of the aggressor should not become the price of peace, as the Russian Federation remains the party that initiated the war.
Discussion of the American peace plan
It has been reported that the U.S. administration has prepared a draft peace agreement that includes holding elections in Ukraine 100 days after the signing of the document, as well as enshrining in the Ukrainian Constitution the principle of non-alignment with any military blocs and a refusal to join NATO. The number of the Armed Forces of Ukraine is proposed to be limited, likely to 600,000 military personnel.
According to Western media reports, Russian representatives were involved in the development of this plan, while European countries and Ukraine were excluded from the process. It is noted that the Trump administration is pressuring the Ukrainian authorities to reach an agreement by November 27.
According to Reuters, the White House threatens to cease providing intelligence and arms sales to Ukraine if Kyiv rejects the proposed agreement.
Ukrainian President Volodymyr Zelensky, responding to these developments, described the situation in his video address as “one of the most difficult moments in our history.” He emphasized that Ukraine is faced with a difficult choice where issues of dignity, freedom, and support from key partners are at stake.
At the same time, Moscow has expressed its readiness for negotiations. Vladimir Putin stated that Russia has received the American 28-point plan, which, according to him, “can serve as the basis for a final peace settlement.”
