A draft decision on the early termination of the powers of the current mayor, Vitali Klitschko, has been registered in the Kyiv City Council. The initiator of the document is Andriy Vitrenko, the head of the permanent commission on budget, socio-economic development, and investment activities.

Reasons for Expressing No Confidence in the Mayor of Kyiv
A group of deputies, led by Vitrenko, argues for Klitschko’s resignation based on a number of serious reasons. Among the main criticisms are the systemic failure to implement Kyiv City Council decisions and the neglect of the needs of Kyiv residents. The authors of the project claim that the mayor and his team make decisions in their own interests, providing preferences only to a limited circle of companies personally connected to them. Such actions, according to the initiators, lead to the decline of the city and chaos in management.
Particular attention is paid to the ineffectiveness of the Kyiv City State Administration. Vitrenko and his like-minded colleagues note that the KCSA has failed to adequately respond to current challenges, particularly regarding the arrangement of shelters, improvement of the transport system, heating supply, and infrastructure development. As a result, the city has been left without the necessary systemic solutions, negatively affecting the quality of life for residents.
Criticism of Staffing Policy and Management Style
The draft decision also criticizes the mayor’s staffing policy. It points out that key positions in the city government are filled by individuals who are personally loyal to Klitschko, rather than by professionals, which leads to a paralysis of management processes in the capital. The authors of the document assert that most important initiatives are either sabotaged or remain only on paper, while the city community grows increasingly outraged by the mayor’s inaction.
“The style of the capital’s leader is populism instead of work. There are showy events, photos with drones or buses, but solutions to the daily problems of Kyiv residents—such as destroyed roads, neglected courtyards, and chaotic construction—are absent.”
According to the authors of the project, this management system has led to Kyiv losing its ability to effectively serve its residents. Therefore, the deputies believe that the capital needs a new leader who will be responsible and act in the interests of the community.
