Former head of the Ukrainian mission to NATO Vadym Prystaiko explained that there is a mechanism that allows alliance members to quickly and without bureaucratic obstacles deploy peacekeeping forces to various countries. In an interview with Radio Liberty, he emphasized that this mechanism is called the “Coalition of the Resolute” and serves as a way to bypass NATO’s bureaucracy for rapid response.

How the “Coalition of the Resolute” Mechanism Works
“Firstly, the ‘Coalition of the Resolute’ is a mechanism that allows NATO to engage in active military actions without invoking Article 5 of the charter and involving all Alliance members. In other words, to initiate a war, a unanimous decision from the North Atlantic Council (32 countries – ed.) is required, provided it is declared in the event of an attack on the Alliance,” he explained, adding that according to the UN Charter, every country has the right to individual or collective defense.
Prystaiko emphasized that this approach allows individual countries, such as France and the United Kingdom, to act independently in supporting Ukraine or to create a “coalition of the willing.” According to him, “there is no mechanism that would prevent the governments of these countries from quickly sending peacekeepers to Ukraine.”
Discussion of Capabilities and Russia’s Reaction
According to him, efforts to create such coalitions have been actively discussed since 2024. In January 2025, British and French troops became the subject of more detailed discussions at the highest level: British Prime Minister Keir Starmer and French President Emmanuel Macron considered the possibility of their deployment in Ukraine.
Meanwhile, Moscow is categorically opposed to the deployment of Western troops on Ukrainian territory. Russian Foreign Minister Sergey Lavrov emphasized that this would mean “direct, official, undisguised involvement of NATO countries in the war against Russia,” and called for not seeking compromises on this issue.
