Russia’s demands for the peace plan
According to a source close to the Kremlin, these 20 points are viewed by Russia merely as a starting basis for further negotiations. The plan, as asserted in Moscow, lacks important provisions for Russia. Russia intends to analyze the document in detail, “with a cool head,” before providing an official response.
Among the main demands of the Russian side is the inclusion of additional restrictions on the Armed Forces of Ukraine. Additionally, Russia is dissatisfied with the absence of guarantees regarding the cessation of NATO’s eastward expansion, as well as the lack of a neutral status for Ukraine in the event of its potential accession to the European Union. Furthermore, the Kremlin seeks clarity on the issue of lifting Western sanctions and the fate of frozen Russian assets abroad.
Ukraine’s position and official comments
Ukrainian President Volodymyr Zelensky described the proposed 20-point plan, which was prepared during negotiations between Kyiv and Washington, as a “basic document for ending the war.” According to the head of state, this plan provides for Ukraine to receive reliable security guarantees, and the number of the Armed Forces of Ukraine in peacetime should be 800,000 servicemen.
