Russia continues to deliberately attack Ukraine’s port and railway infrastructure, attempting to isolate the country from maritime routes and frontline territories. This was reported by the Minister of Community and Territorial Development, Oleksii Kuleba, who explained the increase in strikes on logistical facilities.

Logistics Under Russia’s Fire
According to the minister, the enemy has identified Ukrainian logistics as a strategic target for its efforts, aiming to deprive Ukraine of the ability to transport goods to ports, the Donetsk region, and frontline areas. Kuleba noted that the Ukrainian railway experiences about ten shellings each night, and strikes on the ports remain extremely intense.
“Unfortunately, the enemy has chosen our logistical component as one of the main focuses of its efforts, aiming to simply deprive us of either logistics to the ports, logistics to the Donetsk region, or frontline logistics,” Kuleba stated.
Infrastructure Defense: Involvement of Non-Military Forces
The minister reported that the Ukrainian government, in collaboration with the military, is implementing new approaches to protect strategic infrastructure. In particular, the first teams from volunteer formations of territorial communities are already operating in ports and at Ukrzaliznytsia facilities, tasked with downing drones. These units consist of civilians rather than military personnel and operate according to a new government decree.
Kuleba also emphasized that Ukraine has unique experience in creating small air defense systems, which are now in demand not only in Ukraine but also in the Middle East. According to him, just a few years ago, such systems were not utilized, and today the demand for Ukrainian developments from Gulf countries indicates their effectiveness and potential for international cooperation.
Ukrainian President Volodymyr Zelensky, commenting on the massive drone attack by Russia on March 24, emphasized that Russian military forces aim to break Ukraine and its energy system. In March, he also reported that Ukrainian experts would assist Middle Eastern countries in countering attacks from Iran, and that the United States and certain regional states are interested in acquiring Ukrainian interceptor drones.
