Terrorist Attack in Lviv: Investigation Details and Consequences

Zelensky reminded that a cynical and brutal terrorist attack recently occurred in Lviv, which claimed the life of a young police officer and injured 25 people, including both civilians and law enforcement officers. The first explosion occurred after a report of a break-in at a store on Danilyshyna Street, and the second happened when emergency services were already on the scene. Preliminary investigations indicate that the explosions were caused by homemade devices.

“Today, there were several reports from the Ministry of Internal Affairs – Minister Ihor Klymenko and other law enforcement officials – regarding the investigation of the terrorist attack in Lviv. It is difficult to classify it otherwise – it was indeed a terrorist act, cynical and brutal. Two explosions, the second occurring when emergency services arrived. 25 people were injured. Unfortunately, one person, a police officer, lost her life at the age of 23,” the president noted in a new video address.

According to the president, among the injured are individuals in serious condition, and medical staff are making every effort to save their lives. Volodymyr Zelensky expressed condolences to the families of the deceased and the injured.

Recruitment of Perpetrators and Investigation

The circumstances of the tragedy are currently being thoroughly analyzed. It is known that the perpetrators of the terrorist act were recruited via the Telegram messenger, and the organization of the attack belongs to the Russian Federation. The president emphasized that Ukrainian law enforcement agencies – the Ministry of Internal Affairs, the National Police, and the Security Service of Ukraine – will soon publish details of the investigation for the public.

Volodymyr Zelensky instructed to develop additional measures to prevent the recurrence of such crimes and called for greater activity from citizens, local leaders, and government institutions in countering Russian sabotage in the rear.

On Sunday, February 22, law enforcement officials reported the suspicion of a 33-year-old resident of Kostopil in the Rivne region for committing a terrorist act in Lviv. It is reported that around 00:30, a signal was received about a break-in at a store, after which the first explosion occurred. The second explosion occurred upon the arrival of the second police crew. Preliminary information indicates that homemade explosive devices were used.

As a result of the terrorist attack, 23-year-old police officer Viktoriya Shpylyka from Volyn, who served in Kherson and had been working in the Lviv region since 2023, was killed. A criminal proceeding has been opened regarding the terrorist act under Part 2 of Article 258 of the Criminal Code of Ukraine (terrorist act causing serious consequences). The Security Service of Ukraine is conducting the pre-trial investigation in the Lviv region, and the suspected bomber has already been detained.

Interior Minister Ihor Klymenko stated that the terrorist attack in Lviv was likely organized on the orders of Russia, although detailed circumstances and evidence are not yet disclosed. Meanwhile, President Zelensky reported the detention of several other individuals suspected of involvement in the crime.

Ukrainian law enforcement agencies are constantly working to prevent similar incidents, and they have repeatedly succeeded in thwarting the enemy’s plans to organize terrorist acts and sabotage.
