Rustem Umerov Appointed New Secretary of the National Security and Defense Council

The President of Ukraine, Volodymyr Zelensky, has appointed Rustem Umerov as the new Secretary of the National Security and Defense Council (NSDC). The relevant decree has already been published on the official portal of the head of state.

Changes in NSDC Leadership

In this position, Umerov replaces Oleksandr Lytvynenko, who had been acting as the NSDC Secretary since March 2024. By a separate decree, Oleksandr Lytvynenko has been relieved of this key position in the field of national security.

Rustem Umerov’s Career and Diplomatic Prospects

Just last week, Volodymyr Zelensky was considering Rustem Umerov’s candidacy for the position of Ambassador of Ukraine to the United States. However, on July 17, the president clarified that the approval process for Olha Stefanishyna’s candidacy for this position is currently ongoing. Until all procedures are completed, Stefanishyna will perform the duties of the President’s Special Envoy for Cooperation with the United States.

Until July 17, 2025, Rustem Umerov headed the Ministry of Defense of Ukraine. Following his transition to the NSDC, Denys Shmyhal was appointed as the new Minister of Defense.
