SBU Exposes Russian Agent Network That Adjusted Attacks on Kyiv and Committed Diversions in Odesa

Employees of the Security Service of Ukraine have uncovered an agent group of the Russian Federation’s military intelligence that was involved in adjusting shelling in Kyiv and carrying out diversions in the Odesa region.

How the Agent Group Operated

The group consisted of four individuals. Among them were two direct executors, one “link” who relayed instructions to the agents, and a curator — a staff member of the Russian GRU named Maxim Chachin. He organized the subversive activities and coordinated the entire network.

The investigation established that a former lecturer from one of Kyiv’s leading universities was recruited into the group. In 2021, this woman moved to Russia, where she agreed to cooperate with the occupying authorities. After the onset of the full-scale aggression, the professor organized a direct agent connection between herself, the enemy, and her former 27-year-old student from Kyiv, who supported the armed aggression against Ukraine.

Subsequently, the woman introduced the student to another Kyiv resident — a 40-year-old former military man who had information about the location of Defense Forces units. Together, the men surveyed strategic facilities in the capital, marked them on electronic maps, and then transmitted the coordinates to the curator for the preparation of missile and drone attacks on Kyiv.

Diversions in Odesa and Preparation of Terrorist Acts

After a series of shellings in Kyiv, the group moved to Odesa. There, acting on new tasks from Russian special services, the individuals set fire to two mobile communication towers and several electrical substations, attempting to destabilize the energy system of the region.

Additionally, the agents were preparing terrorist acts using improvised explosive devices; however, the planned attacks were prevented thanks to the operational actions of the SBU.

“The perpetrators are in custody. They face life imprisonment with asset confiscation. A notice of suspicion is also being prepared for the curator of these agents from the GRU of the Russian Federation and their ‘link.'”

SBU Prevented Terrorist Acts

All members of the agent group are currently detained and in custody. They are charged with treason, organizing diversions, and preparing for terrorist acts. The perpetrators face life imprisonment with asset confiscation. A separate notice of suspicion is also planned for the curator from the GRU of the Russian Federation and the group’s ‘link.’
