Officials from the Kyiv City State Administration did not submit the draft changes to the order on granting enterprises the status of critical during martial law within the timeframe established by the Cabinet of Ministers. This issue is extremely important in the context of the current security situation, as such enterprises ensure the city’s vital functions and perform key economic and defense roles.
According to the head of the Kyiv City Military Administration, Tymur Tkachenkо, subordinates of Mayor Vitali Klitschko did not adhere to the one-month deadline set by the government for making changes to the relevant order that defines the mechanism for granting the status of critical enterprises during wartime. As of August 2025, the draft document has not yet been submitted for signature, blocking necessary decisions for businesses and government agencies.
“Due to the irresponsibility of the city leadership, we are facing a critical situation. Mayor Klitschko’s subordinates did not timely submit changes to the order that defines the procedure for granting enterprises the status of critical during martial law. The Cabinet of Ministers established a clear deadline — one month. This deadline has been ignored. As of today, the draft order has not been submitted for signature,” wrote the head of the Kyiv City Military Administration.

According to Tymur Tkachenkо, as a result of the delay, the city of Kyiv cannot timely formalize the status of critical enterprises, which negatively affects the stability of the economy, business operations, and the defense capability of the capital. He emphasized that the Kyiv City Military Administration is taking all possible measures to rectify the situation, but the lack of proper discipline in the structures under the mayor’s control is leading to a loss of valuable time.
