The United States Senate has begun consideration of the bipartisan bill “Decreasing Russian Oil Profits Act of 2025,” which aims to impose sanctions on individuals and entities that purchase or facilitate the import of oil and petroleum products from the Russian Federation. This was announced by Ukraine’s Ambassador to the US, Olga Stefanishyna.

Essence of the Legislative Initiative
The authors of the bill emphasized that Russia’s profits from oil exports are a key source of funding for military aggression against Ukraine. According to them, any states, companies, or financial intermediaries involved in trading Russian oil should consider the risk of losing access to the US financial system.
“The bill creates a legal framework for increasing sanctions pressure on Russia’s oil revenues. If passed, the US President will be required to impose sanctions within 90 days on individuals involved in the import of Russian oil”
It is noted that if the document is passed, the US President will be obligated to impose restrictions within three months against those involved in the import of Russian oil.
International Support and Previous Sanctions
Olga Stefanishyna emphasized that this initiative demonstrates strong bipartisan support in the US Congress for further increasing economic pressure on the aggressor state.
It is worth recalling that in October, the US Department of the Treasury already imposed restrictions on the largest Russian oil corporations—”Rosneft” and “Lukoil.” At that time, US President Donald Trump expressed hope that such sanctions would contribute to ending Russia’s war against Ukraine. Subsequently, Secretary of State Marco Rubio reported on the limited options for further sanctions against the Russian economy.
In May, Senators Richard Blumenthal (Democrat) and Lindsey Graham (Republican) stated that the Senate might consider another bill that includes, among other things, the introduction of 500% tariffs on imports from countries purchasing Russian oil, gas, uranium, and petroleum products.
Ukraine has repeatedly appealed to Western partners, urging them to strengthen sanctions against Russia, accusing Moscow of deliberately dragging out negotiations to end the war.
