Following the dismissal of the previous head of the enterprise, Dmytro Levchenko, who was removed due to numerous complaints from the city community and activists, Sergiy Bilyi became one of the main contenders for the leadership of the largest capital carrier. His biography is accompanied by a number of questions regarding the origin of his wealth, as well as connections with notable individuals, including the scandalous former MP Rybalko.

Particular attention is drawn to the fact that most of the declared property of Sergiy Bilyi’s family actually belongs to his wife, despite the official’s own successful career.

Differences in Financial Declarations

Sergiy Bilyi’s appointment was accompanied by the submission of two declarations: the first as a candidate for the position, and the second as an annual declaration, submitted after taking office. Both documents were filed with only an eight-day difference, yet the significant discrepancies between them raised questions in society.

In the candidate declaration dated March 22, Sergiy Bilyi indicated that his wife owned financial assets amounting to $140,000 and had provided over 200,000 hryvnias as a repayable loan to Ukrainian citizen Oleksandr Ihorovych Lukyanenko.

In the annual declaration submitted eight days later, Bilyi stated that he himself had lent Lukyanenko $145,000. Importantly, in this document, it is Sergiy who is the owner of the funds, and the fact of his wife gifting money is not recorded. Such a difference in the representation of data has become a basis for discussions and potential scrutiny from the NACP.

It is worth noting that Lukyanenko is not the only representative of his surname in Sergiy Bilyi’s close circle. His colleague Ihor Lukyanenko heads the Rolling Stock Maintenance Service of “Kyivpastrans” and is subordinate to Bilyi.
