Ukrainian Foreign Minister Andriy Sybiga expressed his position regarding the proposal of German Chancellor Friedrich Merz to introduce “associated” membership for Ukraine in the European Union as an interim step towards full integration. Responding to a question, Sybiga emphasized that Kyiv welcomes the discussions, but stressed the unchanging strategic goal of full membership in the EU.

According to the minister, ideas regarding interim formats of cooperation are not unexpected for Ukraine, as partners consult with the Ukrainian side at the stage of discussing such initiatives. In Kyiv, such proposals are viewed through the lens of national interests and the strategic goal, which remains full membership in the European Union.
“It is good that discussions are ongoing. That is, we see that there is a search for a modality that could lead to this membership. It is good, let’s say, that they take place, but they cannot replace our strategic position, our strategic vision: full and complete membership in the European Union,” emphasized Andriy Sybiga.
Proposals from Europe and Kyiv’s position
In a recent letter to the EU leadership and the President of Cyprus, which currently holds the presidency of the EU Council, Friedrich Merz called to “move forward quickly” on Ukraine’s membership, recognizing the country as one of the key leaders among candidates. At the same time, the Chancellor emphasized the geopolitical necessity of EU expansion but pointed out that the accession process is dragging on, leading to growing frustration among candidate countries and current EU members. That is why he suggested seeking “innovative solutions,” considering possible delays on the path to Ukraine’s full membership.
The Ukrainian side once again confirmed its position: Kyiv seeks full and complete membership in the European Union, and any alternative options are viewed only as stages on this path.
