The Appeal Court has kept Prokopiv under round-the-clock house arrest until June 2025

The Kyiv Appeal Court has decided to maintain the preventive measure for the Deputy Head of the Kyiv City State Administration, Volodymyr Prokopiv – he will continue to be under round-the-clock house arrest.

Requirements of the preventive measure and positions of the parties

According to the court’s decision, Volodymyr Prokopiv is required to wear an electronic bracelet for location monitoring. The official’s lawyers attempted to challenge the preventive measure, but their appeal was rejected. The restrictions will remain in effect until June 17, 2025.

The spokesperson for the Kyiv City Prosecutor’s Office, Iryna Vynokurova, provided details regarding the Appeal Court’s decision.

“The Kyiv Appeal Court has upheld the preventive measure for the Deputy Head of the Kyiv City State Administration, Volodymyr Prokopiv: he will remain under round-the-clock house arrest”.

Background: suspicion and previous court decisions

Volodymyr Prokopiv is a subject of a criminal proceeding regarding the organization of an illegal scheme for smuggling conscripts across the state border of Ukraine. According to law enforcement, he has been notified of suspicion regarding his involvement in this activity. On April 22, 2025, the Holosiivskyi District Court of Kyiv had already chosen a preventive measure in the form of round-the-clock house arrest for the official. The appellate instance upheld this decision.
