The Peace Plan for Ukraine Must Include the Participation of Kyiv and Europe — EU Statement

Amid reports of the United States developing new proposals for a peaceful resolution to the war in Ukraine, the head of European Union diplomacy, Kaja Kallas, emphasized the necessity of involving Kyiv and European partners in any agreements.

Conditions of the New Peace Plan and the EU’s Position

The head of European diplomacy made this statement ahead of a meeting of EU foreign ministers in Brussels. She stressed that for an effective implementation of the peace plan, the direct involvement of Ukrainians and Europeans is essential. According to Kallas, the European Union has always advocated for achieving a sustainable, just, and lasting peace in Ukraine.

“For any plan to work, the participation of Ukrainians and Europeans is needed,” Kallas told reporters ahead of the EU foreign ministers’ meeting in Brussels.

International media report that the draft peace agreement prepared by the U.S. involves significant concessions from Ukraine, including restrictions on territorial claims, a reduction in military personnel, and a decrease in the volume of American military aid. According to these proposals, Ukraine will not receive long-range weapons, and foreign troops will not be allowed to be stationed on its territory.

At the same time, it is not specified what concessions Russia must make. According to several publications, including The Financial Times and Reuters, these proposals largely correspond to the demands that Russia has put forward since the beginning of the year, and their emergence is linked to President Donald Trump’s decision to initiate direct negotiations with Moscow regarding the war in Ukraine.

Reactions from the Parties and the Diplomatic Process

Russia has expressed openness to negotiations regarding the Ukrainian issue and suggested the possibility of a phone call between U.S. President Donald Trump and Vladimir Putin if necessary.

Kyiv has not officially commented on the information regarding the proposed terms of the peace agreement. However, shortly after the news broke, Ukrainian President Volodymyr Zelensky thanked Turkish President Recep Tayyip Erdoğan for organizing diplomatic consultations. He also noted “the decisive steps and leadership of President Trump and every strong and fair proposal for ending this war.”

According to Axios, a meeting was scheduled for November 18 between Ukrainian President Volodymyr Zelensky and U.S. representative Witkoff in Turkey, but it did not take place. Diplomatic sources indicated that the trip was postponed.

Recall that in October, Volodymyr Zelensky emphasized Ukraine’s openness to a ceasefire and diplomatic negotiations while excluding conditions under which Ukrainian troops would have to leave certain territories in favor of the aggressor.
